Digitalization in Public Employment Services

            The status and functions of Public Employment Service (PES) system in member states are not unified. Some are well-experienced in terms of historical background of establishment and components of service functions. Yet, newly established PES in countries across the region and the world might face some challenges in gaining supports from stakeholders and users, while, at the same time, has to incorporate new type of methods and technology into service delivery.


            New trend of digitalization in service sector has also unexpectedly interrupted PES process, which on one hand imposes greater challenge to adapt fast transformation of technology application, and on the other hand provides opportunity to upgrade the system and better serve the users.  It is commonly agreed that application of ICT in PES will help increase performance of service functions and maximize employability of people as well as promptly respond to the changes of labor market. In Asia-Pacific region, countries like Republic of Korea and Japan are considered leading countries in introducing digitalization in PES system. On the contrary, there are more countries trying to upgrade their PES system through integration of digitalization.


            The conference is providing a platform for all relevant stakeholders, policy makers, experts and practitioners among WAPES member states and affiliations to discuss insights innovative approaches, practical frameworks, components and functions of the digitalization and modernization in enhancing the PES delivery through sharing knowledge and best practices in ICT adaptation in PES system. The conference will include three sessions, such as (1) Public Employment Service IT System, (2) Digitalization for Improvement of PES, and (3) Stakeholders’ Engagement through Innovative Approaches to Support Digitalization of PES, serving to foster discussion on Digitalization in PES.


            The conference is going to be organized in historic city of Siem Reap. The city is famous for its splendid temples and historical sites as well as the Angkor Archaeological Park. The Angkor Park encompasses dozens of temple ruins including the legendary Angkor Wat whose cultural significance and visual impact put it in a class with the world’s greatest monuments. Angkor Wat is also the world renowned temple and was declared as a World Heritage site by UNESCO in 1992.

General Objectives


            To bring together WAPES member states, key stakeholders, policy makers, and practitioners to share experience, knowledge, innovative ideas, best practices, and strategies in improving PES delivery in the age of digitalization as follows:


vTo highlight and discuss the potential challenges and best practices of ICT adaptation in PES system.


vTo discuss and identify suitable framework conditions and capabilities to support the digitalization of PES to respond to the changes in the world of work.


vTo present and discuss best practices, innovative approaches, and case studies to promote Digitalized PES usage through users/stakeholder engagement in enhancing capacity of PES to better link people to employment.


vTo promote mutual cooperation, networking, support, and learning from each other among WAPES members and affiliations in the field of labour and employment.




WAPES Regional Conference


Session I “Public Employment Service IT System”


o   Specific Objectives


§To share information on current Public Employment Service System based on digital technology.


§To highlight case studies and lessons learnt of PES improvement under the Korean WorkNet supports.


§To discuss the potential challenges and best practices of ICT adaptation in PES system.


o   Expected Outcomes


§Learning from WorkNet experiences on how digitalization plays significant role in improving the effectiveness and efficiency of PES delivery in the Republic of Korea.  


§Introducing how ICT adaptation help create innovative approaches for PES development of member states under the Korean WorkNet supports.


Session II “Digitalization for Improvement of PES”


o   Specific Objectives


§To share knowledge, innovative ideas, best practices, and strategies in digitalization of PES.


§To explore best practices and positive impacts of digitalization in improving PES delivery.


§To understand how the roles of digitalization contribute to enhancing the capacity of PES (Employment and LMI) delivery.


o   Expected Outcomes


§Key success factors in digitalization of PES are identified.


§Knowledge and experiences in the improvement of PES through digitalization from different member states are shared and learnt.


§Roles of digitalization in enhancing the capacity of PES delivery are identified and shared.


Session III “Stakeholders’ Engagement through Innovative Approaches to Support Digitalization of PES”


o   Specific Objectives


§To present innovative approaches and case studies of stakeholders’ engagement to support the enhancing the capacity of PES in digitalized services.


§To present and discuss practical models to encourage stakeholders’ participation in understanding needs and necessity of PES improvement in response to the changing world of work.
