Considering the challenges that labour market faces nowadays it becomes essential to introduce institutional improvement of public employment system, to search new ways and methods that may help to enhance PES service delivery, to learn practices of work in different PES systems and to analyse the results of this work.
The models have shifted over time and the Public Employment Services have faced different ways of working.
This seminar will focus on how centralized and decentralized administrative models of public employment service influence on the efficiency and quality of PES service delivery, on the decision making and adaptivity to the constantly changing labour market.
In course of the seminar the participants will have the opportunity to specify advantages and disadvantages of centralization and decentralization, define its nature, investigate the historical development and exchange best practices on the topic.
Within the framework of the seminar on September 18, 2014 will be organized a cultural program and site visit at one of Moscow employment offices.
