ANPE MALI: Competency-Based Approach, Launch of the second session

On 18 December 2017, the Minister of Employment and Vocational Training, Maouloud Ben KATTRA, launched the second session of the Competency-Based Approach (in French APC, Approche Par Compétence), which is part of the partnership between the International Organization of La Francophonie (OIF) and the Ministry of Employment and Vocational Training through the signing of renewed agreements for nearly a decade.


The partnership in which the OIF is committed to developing vocational training in Mali is reflected in both the technical and the financial support that has allowed, among other things, the finalization of the Framework Document for the decennial program for the development of vocational training and employment (PRODEFPE), the preparation and the organization of its financing round table, and the provision of the service platform SYMAP or Management and Performance System.

This session is the result of a first session held from July 31 to August 4, 2017 during of which the participants made the inventory of the competency-based approach and became familiar with the steps of the process, examples of generic competency statements and particular characteristics and goals of the approach in the education system.

The choice of this approach as a variation of training programs or as a teaching and learning approach is an option and a commitment for our country, so to equip our economy with the competent human resources that are necessary for our development.

Indeed, the shortfalls in the quantity and quality of study programs formulated according to the competency-based approach, due to the limited number of human resources specialists in the field, are a real obstacle to the development of vocational training as a tool for developing the technical skills and the professional and human resource qualification of our country.

Maouloud Ben KATTRA will say: "It is also, the very eloquent testimony of His Excellency Ibrahim Boubacar Kéita, President of the Republic and Head of State, on his full commitment to the accomplishment of his duties with regards to the place of the nation and especially of its youth which constitutes its future and its most promising human potential. These duties concern as much quality education and training as well as the participation of our youth in development efforts, particularly through entrepreneurship. "

It should be noted that PRODEFPE is the showcase of vocational training in Mali. It translates the orientation of the National Policy into structuring projects/actions, specifies the vision of the highest authorities in terms of skills development for the next ten years and federates more than fourteen ministerial departments that are committed together to develop synergy, collaboration, to coordinate their interventions and to pool their resources.

This means that PRODEFPE establishes the link between the national employment policy and the national vocational training policy. As such, it is the kingpin in the adaptation of the vocational training system in Mali.

The second session of the competency-based approach will take place at the ANPE training and retraining centre, from 18 to 22 December 2017.
