South-South cooperation is intensifying in the intra-African labour market. Both Mali and Egypt have decided to strengthen their cooperation in terms of labour mobility. In December 2019, a partnership agreement was signed along these lines between Mali's public employment service (PES), the National Employment Agency (ANPE), and the Egyptian telecommunications company Xceed. The first group of the first contingent of workers recruited for this purpose arrived on Sunday 1st March 2020 in Cairo (Egypt). They were greeted by Xceed officials and representatives of the diplomatic mission of Mali in Cairo upon arrival at the airport.
There are 9 workers and 2 members of the ANPE delegation accompanying them for their installation in their now employing company, they will be joined by a second group of 14 other workers who left Bamako this Sunday evening.
The official delegation of the ANPE in Cairo is led by the Deputy Director General, Mr Lacina Diabaté.
Following the example of his 2 colleagues - Ms Ascofaré Diahara Diallo, Adviser to the DG of the ANPE and Ms Founè Bintou Dembélé, Head of the Migration Service in the Migration Cooperation Department of the ANPE - the DGA, Lacina Diabaté, accompanies the second group.
Therefore, from this Tuesday, March 3rd, 2020, all workers belonging to these first two groups will become acquainted with the reality of their professional environment, i.e. the Egyptian telecommunications company Xceed.
They will also be presented to the diplomatic and consular authorities of Mali in Cairo as well as to organizations of Malians living abroad in Egypt.
It must be pointed out that this first contingent is composed of 105 workers whose recruitment was possible thanks to a perfect synergy of actions between all the technical services competent in the matter in Mali, the Embassy of Egypt in Mali and the Xceed company. It is the result of a partnership agreement signed between the ANPE and the company Xceed on December 10th, 2019.
Finally, a departure ceremony of this first contingent for Egypt was organized by the ANPE on Thursday 27th February at the Modibo Keita Memorial in Bamako, presided over by the Minister of Employment and Vocational Training, Me Jean Claude Sidibé, and sponsored by the President of the Employers' Association of Mali, Mr Mamadou Sinsin Coulibaly, in the presence of several other personalities representing all the sectoral structures and departments concerned.
The workers will mainly occupy two positions within Xceed. They are divided into Customer Advisors (call centre) and Technical Support for the contingent's IT staff.
The Xceed company is considering other operations of this kind, still within the framework of its partnership with the ANPE, in the months and years to come.
The mission of the ANPE is to contribute to the implementation of national employment policy, of which the promotion of legal labour migration is a major component.
To this end, the ANPE is also a privileged partner in the implementation of the national migration policy (PONAM), whose general contractor is the Ministry of Malians Living Abroad.
