It has directly improved access to quality employment for over 14\,000 young people (aged 18-40) through employability and development. He has proven skills in monitoring-evaluation\, strategic planning and financial management\, and has established solid and fruitful partnerships with national and international NGOs\, private sector companies and associations. Since 2023\, she has been in charge of the social aspects of implementing activities planned by ANAFIC and its partners (World Bank\, AFD\, Green Climate Fund\, etc.). \nCommitted by nature to community issues and the sustainable development of local authorities\, she has taken part in the design and implementation of several activities focusing on taking climate aspects into account in local communities. \nSince its recruitment\, one of its missions has been to ensure the inclusion and participation of all local players in local governance activities: management of community claims\, empowerment\, financing of income-generating activities\, improving the representation of young people and women in local decision-making bodies\, prevention of GBV\, etc. \nIn 2024\, its main challenges will be to support local authorities in implementing the above-mentioned themes\, which are already the subject of an action plan. From 2022 she is also the Adviser for European Public Employment Services Affairs (AFEPA) and Alternate Member of European Public Employment Services Network. \nIn her current role\, Eva manages a diverse set of responsibilities\, including institutional development\, planning documents\, public relations\, international relations\, statistics and analytics\, short-term forecasting for the labour market\, as well as overseeing customer service operations including the call centre.

Over the past 13 years\, Niels has held a variety of positions within the Dutch Public Employment Service (UWV)\, including employer services\, development of online services\, human resources and medico-social affairs. Since 2020\, Niels has been responsible for international relations\, where he eagerly learns from other countries’ practices to enhance employment services. Maguire\nHead of Department: Local Employment\, Skills and Social Innovation\, OECD\nKaren is Head of Department and manages the OECD Programme on Employment and Local Economic Development (LEED) within the Centre for Entrepreneurship\, SMEs\, Regions and Cities. \nThis program collects and provides a wealth of data and policy analysis\, while developing the skills of national and sub-national governments in the fields of local economic development\, local action for employment and skills\, social inclusion\, the social economy and culture\, among others. Over the past 18 years at the OECD\, Karen has written numerous publications on these topics. Before joining the OECD\, Ms. Maguire worked as an investment banker for UBS in New York\, as an international consultant in economic development and as a research analyst for the Urban Institute in Washington\, DC. His main areas of research focus on various segments of labor economics and experimental economics. Previously a senior researcher with the ILO’s Youth Employment Program\, he is one of the principal authors of the ILO’s biennial publication Global Employment Trends for Youth. Other recent publications include works devoted to  courses  and  youth employment policyas well as a chapter on NEETS in the  ILO Global Employment Policy Review 2023  :  Macroeconomic policies for recovery and structural transformationand articles in the European Economic Review\, Cambridge Journal of Economics\, Journal of Institutional Economics and B.E. Journal of Economic Analysis and Policy. She then moved to Belgium to work at the EU representation of the German Federal Employment Agency. She has also contributed as an independent expert to international and European projects and initiatives focusing on activation\, skills development and social inclusion. \nShe holds a Master’s degree in Political Science and Public Administration from the National School of Political Science and Public Administration in Bucharest (Romania)\, and has taken part in national and international training and experience-sharing programs in the fields of employment\, social policy and European affairs.\n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n			\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				Kristina Fleischer\nHead of Job Seekers Department Central Office\, Croatian Employment Agency\nSince 2012\, Kristina has been Head of the Job Seekers Department in the Professional Mediation Department of the Croatian Employment Agency’s Central Office. His career focuses on the application of new methods and services\, and on improving current practices and services for customers. It also participates in processes aimed at developing services to optimize mutual satisfaction between jobseekers and employers. \nIn 2015\, she was appointed Benchlearning’s internal and external process evaluator in the areas of PES customer management\, service design\, quality management with specific areas of expertise in profiling\, youth work (Youth Guarantee)\, blended services\, customer satisfaction and business process standardization. Over the past eight years\, she has contributed to some twenty external evaluations in EU countries\, as well as for companies in the Western Balkans. \nAfter graduating in political science from the Faculty of Political Science at the University of Zagreb\, she worked in the private sector as a business reporting analyst. For 10 years\, she worked at the Croatian Employment Agency’s regional office\, first as an employment consultant and head of the employers’ department\, before being assigned to the central office. \n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n			\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				Anne-Céline Adnet\nResponsible for Communications (digital and non-digital)\, customer feedback and the contact center\, Forem\nConvinced of the virtues of listening to customers\, analytical reporting and collective intelligence\, Anne-Céline Adnet has a single motto in both her professional and private life: “There are no problems… There are only solutions! With a degree in communications\, she applied her organizational skills\, pragmatism and creativity to the international energy company Engie for the first 12 years of her career. In search of new challenges and motivated by the importance of public service\, she decided 10 years ago to join the Belgian PES Le Forem as Communications Manager. While coordinating all the components inherent in communication (internal\, external\, change\, digital…)\, she ensures that the “voice of the customer” is taken into account\, by collecting feedback from users. In addition\, she uses her positive\, unifying and results-oriented spirit to lead and manage the Contact Center. \n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n			\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				Amandine Moignard\nProject Manager\, WAPES\nAmandine joined the WAPES Executive Secretariat in June 2023 as Projects Manager. \nAfter studying international relations in Paris (France)\, Amandine chose Madrid (Spain) to complete her studies with a Masters in international cooperation and project management. It was here that she began a career in managing development projects with a consulting firm and then with a Spanish public foundation that promotes peer-to-peer technical cooperation for public administration. His responsibilities include research and knowledge development\, development of tools and strategies to strengthen employment services and active labour market policies\, provision of technical assistance to member states to strengthen and modernise public employment services and support regulation of private employment agencies as well as promotion of partnerships and cooperation between public and private employment services. Its role also includes supporting the regulation of private employment agencies and promoting partnerships and cooperation between public and private employment services. He has previously served at the ILO Decent Work Team for Eastern and Southern Africa\, South Africa advising countries in the region on employment policy frameworks as well as in ILO projects and as a senior officer in the Government of Malawi.

Transitioning to a Social Security Specialist role in 2009\, DUR assumed a leadership position in managing outsourced projects\, particularly in unregistered employment combat and women’s employment support\, while also overseeing international activities. \nWith a M.A. in European Union studies and M.P.A. in Comparative Social Policies from York University\, England\, he secured his doctorate from Ankara University in 2019\, focusing on the effects of social policies on women and families within welfare state typologies. Following his training in England (2015-2017)\, DUR joined the Türkiye Office of the International Labor Organization\, serving as a Social Protection Specialist and Project Manager for formal employment transition\, migrant workers\, and social security. \nSince October 2022\, he has been Deputy General Manager at İŞKUR. DUR’s extensive contributions extend to published works in peer-reviewed journals\, encompassing women’s employment\, private employment agencies\, and international organizations’ impact on social policies\, while also delivering lectures at Adnan Menderes and Hacettepe Universities.

Jo’s research and teaching encompass employability and skills\, employer engagement\, recruitment and talent acquisition and workplace inclusion. She has built the largest evidence base globally on employer engagement in employment services and works with governments\, industry and practitioners to embed best practices. In 2023 she published the first book on employer engagement in employment services. Jo is a Fellow of the Institute of Employability Professionals and co-chairs the UK Employment Related Services Association’s Employer Engagement Forum. According to the World Economic Forum (2020) report\, 43% of companies surveyed stated they would reduce their workforce through the use of new technologies\, 41% plan to increase outsourcing of specialised tasks and only 34% plan to hire more staff as a result of this technology integration. The pandemic has brought about new concepts such as ‘re-skilling’ and ‘upskilling’. In a newly restricted labour market\, the opportunity for re-qualification and upskilling of workers is shrinking. For those workers who remain in their jobs\, 40% will have to adjust their essential skills over the next five years\, and half of all employees will be required to learn new qualifications (+4%). The public sector needs to provide more support for retraining and upgrading the skills of at-risk or relocated workers. Currently\, only 21% of companies surveyed rely on public funds for retraining and upskilling their employees. The public sector will have to deliver incentives for investment in the sectors and jobs of the future\, and provide stronger protective measures for displaced workers in career transitions\, as well as firmly tackle the long delayed improvement of education and training systems. \nThe statistics and figures reflect this rapidly changing labour market quite accurately. With the rapid advances in science and technology and the increasing competition\, the importance of skills and intellectual abilities in determining a person’s strengths and potential has become increasingly obvious. It is therefore essential to make sure that the necessary skills and qualifications are acquired not only to survive but also to further develop in this period. \nOur brain is our driving force in modern times. Thus\, by exercising our brain\, we will be prepared to face new changes. Therefore\, in its willingness to adapt to technological developments\, digital technology has become quite naturally part of the PES activities. \nThe COVID-19 pandemic has\, however\, dramatically speeded up this transformation. In response to the economic and social difficulties resulting from the various health measures urgently adopted in most countries of the world\, the necessity to maintain\, or even increase their capacity to cope with increased demand\, has forced most PES to massively resort to digital technology\, whether through the development of remote services or within their own work organisation (teleworking\, paperless document\, and information). \nIn all cases\, the use of digital technology by the PES has changed the relationship with the user and\, beyond that\, the very role of the user in this relationship; he has become an actor in the service he benefits from. Nevertheless\, the empowerment of the service user should not result in the public operator being relieved of its responsibility. To date\, the virus has infected over 30 million and killed more than 1 million of those. This has drastic ramifications for not only the patients and their families\, but also the global economy\, which is reeling from unprecedented demand and supply shocks. Due to decreased sales and halted operations\, many employees have been furloughed or laid off\, with little chance of finding new employment while the economy stagnates. \nWhile no economic sector has been spared by the slowdown\, the impacts are being felt particularly acutely in the tourism and manufacturing sectors\, which are especially sensitive to any changes in the global movement of goods and people. It is a huge problem for the Asia-Pacific region\, where 4 countries alone – China\, Japan\, South Korea\, and India – collectively account for over 40% of the global manufacturing output (United Nations Statistics Division\, 2018). Manufacturers in these countries are suffering as the pandemic blunts demand and holds up the supply chain. Meanwhile\, travel restrictions have hurt tourism hotspots all over the region\, which welcomed almost a quarter of the world’s tourists prior to the outbreak. Tourism-dependent nations such as Thailand and Malaysia are the most vulnerable to the sudden decline of the sector\, which is projected to contract by 60-80% this year (United Nations World Tourism Organisation\, 2020). \nAlthough the pandemic has indeed hit those in formal employment hard\, workers in the informal economy are much worse off as they lack social safety nets to protect them from a sudden loss of income. This is troubling as the informal sector employs up to 70% of workers in emerging economies (World Bank\, 2020)\, which abound in the region e.g. Vietnam\, the Philippines. Future economic growth in the region will be derailed if the livelihood of these workers is destroyed. \nAside from economic sectors\, economic experts at international development agencies such as the UN have been increasingly recognizing that certain demographics e.g. youth\, women are being disproportionately affected by the pandemic. This is partially because youth and women are overrepresented in the precarious informal economy – it is estimated that 70% of all working women (United Nations Women\, 2020) and 77% of youth are informally employed (United Nations\, 2020). It is essential to take the needs of these vulnerable groups into consideration in any economic recovery plan to ensure that gains in female labour force participation are not erased and that youth are employed gainfully in positions commensurate with their qualifications. SUMMARY:Skilled labour immigration: A new role for Public Employment Services?

Even if the situation varies across countries\, recent analysis reveals that there is labour shortage in several sectors and occupations\, in particular health and personal care\, but also seasonal work in agriculture\, construction workers and certain ICT specialists. \nWorldwide\, several countries have developed policy strategies for targeted labour immigration. These include online platforms for selection and targeted international recruitment programs initiated by PES or other stakeholders. Often\, private recruitment agencies are involved. The average OECD unemployment rate is estimated to reach 9.4% in the fourth quarter of 2020 if there is no second wave of the virus\, up from 5.3% at the end of 2019. In the case of a second outbreak\, it could reach 12.6%. A second wave could hit businesses and households even harder\, as many are still recovering from the first wave. And the recovery will not be rapid\, with unemployment remaining at 7.7% at the end of 2021\, or 8.9% if there is a second wave. \nEmployment services are playing an important role in keeping labour markets functioning during COVID-19. To fulfil this challenging role\, they need to be agile\, quickly adapt to the new situation and adjust their response frequently and flexibly to respond to unpredictable developments. Many local employment services are facing an unparalleled inflow of new jobseekers\, but cannot meet with their clients in person due to confinement restrictions. At the same time\, the number of job offers is shrinking in many sectors\, leaving employment services with fewer vacancies to propose. Some sectors\, such as medical services and agriculture are confronted with severe labour shortages.  \nDigital services are a key element of the short-and medium-term response by local employment services in light of COVID-19. Those that had digital tools in place prior to the pandemic outbreak are in a better situation now: the process for benefit applications can remain unchanged and support to jobseekers via distant communication can continue without interruption. Other employment services have set-up alternatives\, such as call centres.  \nThis webinar will discuss how the functioning of local employment services has changed in light of COVID-19 and what the future may look like.
