Mali National Symposium – Employment and Entrepreneurship: From vision to concrete solutions: a national symposium to increase employment opportunities

On Monday, 15 December 2025, the Bamako International Conference Centre (CICB) hosted the official opening ceremony of the National Symposium on Increasing Employment Opportunities in Mali.
The ceremony was presided over by Mr Mamoudou Kassogué, Minister of Justice and Human Rights, Keeper of the Seals, representing Prime Minister Abdoulaye Maïga on behalf of the Government. This symposium was held barely a month after the first AES International Entrepreneurship Fair (18–21 November 2025) in the Malian capital, demonstrating the government’s sustained momentum in favour of employment and economic empowerment.
In her speech, Ms Oumou Sall Seck, Minister of National Entrepreneurship, Employment and Vocational Training, reaffirmed the authorities’ commitment to making employment and the development of human capital national priorities. She emphasised that entrepreneurship is one of the most powerful levers for job creation, provided it is supported by a favourable institutional environment, appropriate support mechanisms and effective access to finance.
This orientation is part of the long-term national vision “Mali Kura Taasira ka Ben 2063”, which aims to build a sovereign and prosperous Mali based on productive work.
Under the theme “Increasing employment opportunities in Mali: an integrated approach through local governance, vocational training, entrepreneurship and innovation”, the meeting aims to move beyond fragmented approaches in favour of coordinated and systemic responses.
For his part, the Minister of Justice pointed out that this framework for exchange enables public and private actors to formulate operational strategies at local, regional and national levels. He specified that these discussions are part of a vast reform project, structured in particular around the National Strategy for Emergence and Sustainable Development (SNEDD 2024–2033), which is now the sole reference framework for public action.
The symposium should result in concrete and ambitious recommendations, which the Government has pledged to examine with the utmost attention.
Active participation of the National Employment Agency (ANPE)
The National Employment Agency of Mali (ANPE) is actively participating in the symposium, with its executives making a notable presence in all of the thematic panels, including:
- Panel 1: Investment projects and job creation in Mali
- Panel 2: Job creation opportunities by economic sector – analysis of innovative solutions
- Panel 3: Promoting promising sectors: developing technical and vocational training programmes for the successful socio-professional integration of young people and women
- Panel 4: Youth innovation and entrepreneurship: what impact on job creation?
- Panel 5: Decentralisation, regional and local development: what opportunities for decent job creation?
- Panel 6: Open thematic sessions related to the central theme
In the afternoon, Mr Ibrahim Ag Nock, Director General of ANPE, led one of the symposium’s major themes, making a strategic contribution to the discussions.
Over a period of three days, all topics are explored in depth by experts from the world of employment, for the benefit of public decision-makers, practitioners and the many job seekers concerned.
The overall objective of the symposium is to create a space for strategic dialogue between stakeholders in the world of employment, in order to identify and activate the main levers for increasing decent and sustainable job opportunities in Mali.
