WAPES
Over seven years, the project supported two major cooperation initiatives with the National Employment Agency (NEA) of Cambodia and the Department of Labor and Employment (DOLE) of the Philippines, combining self-assessment, study visits, peer-learning activities and practical recommendations to improve service quality and institutional capacity.
Beyond the direct benefits for participating countries, the project has contributed to strengthening WAPES’ role as a global knowledge hub for Public Employment Services by developing methodologies, tools and good practices that can be shared across its international network. The experience gained through the project also provides valuable foundations for future WAPES initiatives on peer learning, benchmarking and capacity building.
Toolkit
Philippines (2025–26): The Department of Labour and Employment (DOLE) and the Japanese Ministry of Health, Labour and Welfare (MHLW) have collaborated on a peer-learning programme based on self-assessment, study visits and the development of a toolkit (report of recommendations).
Executive Report
Cambodia (2019-26): The National Employment Agency (NEA) has developed a all components of two tools for self-assessment (the Performance Assessment Framework (PAF) and the Customer Satisfaction Survey (CSS)) and these were implemented as part of a pilot project.
JAPAN-WAPES Projet Conjoint
The primary objective of WAPES is to provide a platform for exchanges of
information and knowledge between member countries and global partners in the field of labor market policies and employment services. The WAPES Executive Secretariat published the recommendation report as one of the accomplishments of the JAPAN-WAPES Joint Project
