The Japanese Ministry of Health, Labour and Welfare (MHLW) and the WAPES Executive Secretariat launched the Japan-WAPES Joint Project in 2019 to strengthen Public Employment Services (PES) through international cooperation, peer learning and capacity development across the Asia-Pacific region.

Over seven years, the project supported two major cooperation initiatives with the National Employment Agency (NEA) of Cambodia and the Department of Labor and Employment (DOLE) of the Philippines, combining self-assessment, study visits, peer-learning activities and practical recommendations to improve service quality and institutional capacity.

Beyond the direct benefits for participating countries, the project has contributed to strengthening WAPES’ role as a global knowledge hub for Public Employment Services by developing methodologies, tools and good practices that can be shared across its international network. The experience gained through the project also provides valuable foundations for future WAPES initiatives on peer learning, benchmarking and capacity building.
