Ms Kerstin Holland
Head of International Relations at Estonian Unemployment Insurance Fund
Kerstin has been working at the Estonian Unemployment Insurance Fun since 2011. She has hold different positions starting from managing various service-departments and ending up with coordinating the international relations of the PES. She has been a member of different reform- and change-project teams at the PES, like preparing the work-ability assessment reform or implementation of unemployment prevention measures or being responsible for the career services reform.
Kerstin holds a master’s degree in public administration and social policies from the University of Tartu. She is the AFEPA from the Estonian PES at the European Public Employment Services Network

Ms Margit Paulus
Head of Analysis Department, Estonian Unemployment Insurance Fund
Margit has worked at the Estonian Unemployment Insurance Fund, the Estonian PES, since 2016. She started as an advisor contributing to the preparation and implementation of unemployment prevention measures. Since autumn 2017 she has worked as the Head of Analysis Department, being responsible for providing statistical reporting, analyses and forecasts related to the activities of the Estonian Unemployment Insurance Fund. She cooperates with various internal and external partners in exchange of labour market information and has experience in launching the reporting and statistics module TARU and contributing to data science projects.
Margit holds a master’s degree in economics from University of Tartu. Her previous work experience includes working as an auditor at the Estonian National Audit Office and as analyst at the Ministry of Finance.
Ms Maria Dalhage
Project manager at Arbetsförmedlingen
Maria Dalhage is a project manager focusing on open source and data at the Swedish Public Employment Service. With 15 years of leadership experience in the public sector, she specializes in digitalization and the availability of government data and open-source software. Maria’s diverse background includes work in e-health, e-commerce, labor markets, and defense, and she is committed to fostering partnerships that enhance innovation and improve digital services.
Mr Jonas Södergren
Tech Lead at Arbetsförmedlingen
Jonas Södergren is the tech lead for the Swedish Public Employment Service’s initiatives in open data and open source, and he is a prominent advocate for open source within Sweden’s public sector. With 27 years of programming experience, he has played a pivotal role in developing an award-winning API architecture and establishing national API recommendations. Jonas is dedicated to fostering collaborations between public and private sectors to enable seamless job data sharing.
Mr Andrew Ward
Senior professional economist working for the United Kingdom’s Department for Work and Pensions
Andrew Ward is a senior professional economist working for the United Kingdom’s Department for Work and Pensions. He specialises in labour market analysis to support policymaking and the design of the UK’s public employment service. His past work has included working on reforms to the UK’s benefit system; efforts to achieve full employment and increase labour market participation; responding to economic shocks related to EU exit, COVID-19 and the Ukraine conflict; as well as how we best monitor and measure the performance of the UK labour market. Andrew was DWP Deputy Chief Economist 2020-2024. Andrew has also previously worked in the UK’s Business and Trade and Education departments.
