Report on WAPES Representation at Torino Event (22 – 23.10.24)
The World Association of Public Employment Services with Consultant Ms Nicole Clobes participated in a vital training course at the ITC ILO Training Center in Torino, focusing on Establishing Fair Recruitment Processes. Held on October 22nd and 23rd, 2024, this event served as an essential platform for education and global collaboration aimed at enhancing public employment services.

The gathering brought together participants from a wide range of countries including Nigeria, Somalia, Zimbabwe, Türkiye, Morocco, Albania, Kenya, Algeria, Ghana, Gambia, Republic of Serbia, United States, Lesotho, Switzerland, and South Africa, among others. Representatives from various organizations, such as unions and ministries, attended, underscoring the diverse international interest in fair recruitment practices.
Key Interactions and Learnings
Throughout the event, WAPES engaged in discussions and presented on key topics such as the Regulation of Fair Recruitment and the Role of Public Employment Services in the Digital Maturity of PES. These interactions provided profound insights into the challenges and advancements related to establishing fair recruitment standards across different countries.
Milestones and International Cooperation
A focal point of discussion was the ratification of International Labour Organization Conventions 181 and 88, which support ethical recruitment practices, including free recruitment services. The insights from these discussions are set to bolster WAPES’s contributions to international employment standards.
Field Visits and Projects
Participants also took part in a field visit in the Piemonte region as part of the “COMMON GROUND Project.” Supported by Italy’s Ministero del Lavoro e delle Politiche Sociali, this initiative aims to combat labor exploitation and support migrant workers, highlighting the collaborative efforts to address these significant challenges.
Acknowledgements and Future Outlook
Gratitude was expressed to ITCILO for hosting this enriching event, which also celebrated the 10th anniversary of the #fairrecruitment initiative. This experience is invaluable in furthering WAPES’s mission, with more updates on the association’s continuing efforts promised.
Partnerships and Future Prospects
Productive discussions were also held with partners from the European Training Foundation in Torino. Conversations with Ms. Manuela Prina, Dr. Pilvi Torsti, and other colleagues focused on potential future collaborations and activities.
This representation has significantly strengthened WAPES’s position and capabilities in advocating for fair recruitment practices globally, reinforcing its role in fostering a fairer recruitment landscape.
