WAPES European Region Workshop: Responding to skills Shortages in Lugano

On 4 and 5 September 2024, the city of Lugano in Switzerland hosted the regional workshop of the European region of the International Association of Public Employment Services (WAPES). This major event, organised by the Public Employment Services of the Netherlands (UWV) and Switzerland (SECO), with the participation of the USI University of Lugano, brought together 75 participants from 31 countries to address the crucial challenges of labour market shortages.

The workshop, marked by a high level of participation and rich exchanges, focused on analysing the causes, effects and potential solutions to the labour shortages affecting many European countries. Participants shared their perspectives and best practices, while exploring long-term strategies to strengthen the resilience and adaptability of labour markets.

Highlights of the event:

– Plenary sessions and interactive workshops: Participants had the opportunity to take part in in-depth discussions on topics such as labour market intelligence, talent retention, and the new roles of Public Employment Services (PES) in an ever-changing environment.

– International collaboration: With representatives from 31 countries, the workshop provided a platform for strengthening cross-border cooperation. Participants discussed how collaborative approaches can contribute to more inclusive and sustainable labour markets.

– Expert contributions: The opening speeches and contributions from various experts provided valuable insights into global employment trends, demographic changes, and the policy responses needed to adapt to these dynamics.

Public Employment Services have a central role to play in responding to labour shortages. Their expertise in recruitment and their in-depth knowledge of different sectors enable them to identify emerging needs and design targeted training programmes. For example, by improving the skills match in the labour market and activating the untapped potential of various segments of the population, they help to alleviate shortages while promoting sustainable economic growth.

Towards a more resilient future:

The Lugano workshop highlighted the need for PES to develop long-term strategies focused on resilience, inclusiveness and innovation. By investing in skills development and promoting greater participation in the labour market, particularly among disadvantaged groups, PES can play a key role in creating a more dynamic work ecosystem capable of adapting to future challenges.

This event marked an important step towards increased cooperation within the WAPES European region, with the common objective of building a more robust and inclusive labour market for all.
