Future Skills for PES Counsellors: A Delphi Study on Current Practice and Emerging Skills Needs

Launched on 21 May at the WAPES European Regional Conference in Sarajevo, this report explores the current and future skills, knowledge and tasks required of Public Employment Service counsellors. Based on a Delphi study with international PES experts, it identifies areas of consensus on how the role of PES counsellors is evolving in response to labour market transformation, digitalisation, AI, demographic change and increasing complexity among jobseekers.
The study highlights the importance of professionalising PES counselling, strengthening continuous training and supporting counsellors with the skills and tools needed to deliver effective, inclusive and future-oriented employment services.
