The Successful Completion of the WAPES-Japan Joint Project (2019-2026) with the Launch of Two Final Impact Reports

Since the start of the WAPES-Japan Joint Project in 2019, dedicated team members have worked tirelessly to develop self-assessment tools and implement customized peer-learning activities to improve their PES capacities, drawing on WAPES’ and Japan’s accumulated expertise and WAPES’ cross-border network. To mark the completion of these two projects, WAPES has officially released comprehensive final reports for Cambodia and the Philippines, detailing the projects’ achievements, methodologies, and future recommendations.
Cambodia (2019-26) : The National Employment Agency (NEA) developed two self-assessment tools (the Performance Assessment Framework (PAF) and the Customer Satisfaction Survey (CSS)) from scratch and implemented them in a pilot, resulting in favorable feedback from PES users about NEA’s services. Through these activities, NEA members could voluntarily analyze the data both qualitatively and quantitatively to identify strengths and weaknesses in its daily services and consider how to incorporate these insights into future job centers’ activities.
The Philippines (2025-26) : The Department of Labor and Employment (DOLE) and Ministry of Health, Labour and Welfare (MHLW), Japan worked together in the Peer-learning framework based on self-assessment, study visits, and Creation of a Toolkit (Recommendation Report). All activities consistently focused on DOLE’s PESO 5-Point Agenda (1. Institutionalization, 2. Capacity Development, 3. Reaffirmation of Core Functions, 4. Stronger Partnerships, and 5. Digitalization). In the Toolkit, members could gain important insights to enhance service quality and optimize processes in the operation of PES by identifying best practices and challenges in two countries.
The results of the two projects, consolidated in respective reports, are also expected to be shared with all WAPES members to promote good practices and enhance synergy among members.
