Catalogue of Actions: New WAPES G7 Group supports greening economies
Launched by the World Association of Public Employment Services in January 2023, the WAPES G7 Working Group on Changing Labour Markets issues its first deliverable, a catalogue of actions including recommendations for PES and a compendium of good practice.
Policies for greening economies are already at the top of the agenda or beginning to be around the world as all countries are implementing the UN Climate Convention. The productive exchange at the G7 Working Group meetings have shown how far the PES have come and how far they are willing to go. By bringing together the expertise of all the WAPES G7 members (Canada, France, Germany, Italy, Japan, UK and USA), we are publishing today their “Catalogue of Actions: PES and greening economies”.
PES can deliver a broad range of services and measures to promote a good match between skills supply and demand in greening labour markets. Starting with a definition of “green jobs”, the Catalogue covers key areas of PES service delivery such as labour market information, services for jobseekers and employers, training measures, subsidies, partnership working as well as internal PES strategies.
“Exchanges with the other G7 PES have given us a good insight into the possible range of PES service provision with a focus on green jobs.”
(Mr. Seiichiro Kurihara, WAPES G7 Working Group member , Ministry of Health, Labour and Welfare of Japan)
A rich collection of practices inspires PES to develop, adapt and innovate their services and measures. WAPES will also deepen these exchanges through mutual learning events starting with WAPES G7 members.
“The catalogue comes at a perfect moment for our PES as acquiring skilled labour workforce in the field of green jobs will be one of our international strategic priorities for 2024. Using concepts and practices from other PES, such as defining green professions, we will achieve efficiency gains.”
(Mr. Michael Van der Cammen, WAPES G7 Working Group member from the Federal Employment Agency of Germany)
This Catalogue complements the work of the G7 ministerial Working Group on Employment set up under the German G7 Presidency in 2022. WAPES had the privilege of presenting the work of the WAPES G7 Working group at the first meeting of this working group in February 2023, convened under the Japanese G7 Presidency. Both G7 Employment Communiques produced under the German and the Japanese Presidencies highlight the role of the PES and of WAPES as their international association.
“ Through this work, WAPES is supporting G7 PES and governments to better address the skills challenges of greening labour markets.”
(Mr. Noureddine Benkhalil, WAPES President and Director General of the ANAPEC, Morocco)
“In a second phase, a all WAPES Members Working Group on Changing Labour Markets will be set up to elaborate an expanded version of the Catalogue of Actions. The objective is to cover the diversity of WAPES membership worldwide spanning the America’s, Europe, the Asia-Pacific region, Africa and the Middle-East and North Africa (MENA).”
(Ms. Susanne Kraatz, project leader of the WAPES G7 Working Group on Changing Labour Markets)
