SamPES

In 2021, the Self-Assessment Methodology for Public Employment Services (SamPES) was used to evaluate the public employment services (PES) of Africa and MOPA. The SamPES project strives to ensure a better and more in-depth understanding of PES, their operational processes, performance management, achievements and main challenges, and aims to provide a clear picture of successful and unsuccessful practices.
As part of this project, PES underwent a self-assessment and change management preparation, mainly in the operational areas of service to jobseekers and employers. Prior to the assessment, a needs interview was conducted to identify the challenges facing African countries and MOPA.
According to the qualitative study, most of the countries participating in the pilot project have difficulty in matching skills, due to a fundamental lack of digital technology and the difficulty in reaching clients who can produce the data necessary for matching, such as profiles and job vacancies. The PES also confirmed the cross-cutting challenge of persistent informal employment in their labour markets.
Because the informal market seems to be a major challenge not only in the Africa-MOPA countries, but also in many other developing countries, WAPES has decided to make a video on the informal market and put it on the website, in the hope that it will be useful to all our members.
