Speaker

Dean Woolley
International Relationships Manager, Department for Work and Pensions, United Kingdom
I have been a part of the Department for Work and Pensions, the United Kingdom’s primary public employment service agent, for 23 years. My career began as a benefit processor, where I developed an interest in direct customer engagement. This led to a transition into frontline operations, where I held various customer-facing roles for approximately ten years. Subsequently, I spent another decade in roles related to the contract management of private organisations responsible for outsourced labour market provision. In 2021, I moved into my current position within the International Relationships Team, where I am responsible for identifying opportunities for collaboration with nations worldwide, including those available through the World Association of Public Employment Services (WAPES) network.

Like Dean, my career began in frontline operational roles, including benefit processor, work coach, employment advisor, and manager supporting a diverse range of customers into employment.

In June 2025, I transitioned into my current role as a Policy Advisor within the International Strategy and Social Security Coordination team.
My work focuses on the development and implementation of international social security coordination agreements, both pre- and post-Brexit, and on assessing the broader impact these agreements have on cross-border social security policy.
