It is with great pleasure that WAPES joins forces with AGUIPE and AASEP to invite you to Conakry, Guinea, from December 18 to 21, 2023, to take part in the interregional conference on DEVELOPMENT AND PROMOTION OF GREEN JOBS, AN OPPORTUNITY FOR PUBLIC EMPLOYMENT SERVICES.
This interregional conference, following on from the work carried out in N’Djamena in 2018, aims to update our main guidelines and the main thrusts of the strategy to be implemented by our PES.
More specifically, the Conference aims to :
– Share sectoral programmes and initiatives (environment, agriculture, energy, tourism) linked to climate change mitigation and adaptation: identify risks and opportunities in terms of activities and jobs, with contributions from the various Guinean ministries involved in these issues.
– Share experiences, partnerships and inter-institutional coordination between PES and partners in promoting green jobs at different territorial levels.
– To set up the process for implementing the Programme for the Development and Promotion of Green Jobs initiated by the Africa region (AASEP 2023 Strategic Orientation) in the form of pilot programmes in AASEP countries.

Thierry HUORT
WAPES Consultant
Thierry joined the secretariat at the beginning of January 2020, seconded by Pôle emploi, the French public employment service.
For more than 35 years in the employment service, he has held various positions from employment consulting to management to human resources project management.
Since 1997, Pôle emploi has also entrusted him with missions in the context of international cooperation. In this respect, he has been involved in various countries/regions: Albania, Algeria, Burkina Faso, Cameroon, New Caledonia and Morocco, for which he led a Morocco-European Union institutional twinning project for the benefit of ANAPEC (Morocco PES) in cooperation with Arbetsformedlingen (Sweden PES) and GVG (Germany Assoc.).
Born in Algeria, he lived in Ivory Coast until the age of 18. After initial technical studies (Electronics), and resuming his studies on the job, he holds a University Diploma in Education Sciences (DUPHA “Human Potential and Learning”).

Master’s degree with over 10 years’ proven experience in sanitation, the environment and green entrepreneurship.
Today, awarded World Climate Leader by THE REALITY CLIMATE PROJECT, President of the Cadre des Gestionnaires des Déchets de l’Afrique (CAGEDEA) and of Guinea (FEGEDEG) and consultant on sanitation and disaster issues.
He has worked on sanitation projects in Guinea and a number of other African countries; dealing with climate issues, disasters and environmental emergencies, he has proposed waste management approaches for empowerment and resilience through charcoal and green fertilizer chains, ecological paving stones and binders, ecological and natural soaps.

In charge of the support programme for integration and development of employment (A.I.D.E.) – National Employment Agency – Republic of Togo
Aklesso MAMAH KAO is an economist and specialist in monitoring, evaluation, accountability and learning, with ten years’ experience in managing multi-stakeholder youth employability and health (HIV) projects in Togo. It has directly improved access to quality employment for over 14,000 young people (aged 18-40) through employability and development. He has proven skills in monitoring-evaluation, strategic planning and financial management, and has established solid and fruitful partnerships with national and international NGOs, private sector companies and associations. It seeks to bring its expertise to dynamic organizations whose aim is to leverage new technologies to make a significant impact on vulnerable populations.

atou K. BANGOURA, a graduate of the Master 2 Bi-Disciplinaire de Sciences Politiques/Géographie -Aménagement du Territoire at the Université Lyon 2 Lumières de Lyon (France), is the Social Safeguards Specialist at the Agence Nationale de Financement des Collectivités Locales.
Recruited in 2020 by ANAFIC, she was initially in charge of gender and social inclusion aspects of ANAFIC-funded activities. Since 2023, she has been in charge of the social aspects of implementing activities planned by ANAFIC and its partners (World Bank, AFD, Green Climate Fund, etc.).
Committed by nature to community issues and the sustainable development of local authorities, she has taken part in the design and implementation of several activities focusing on taking climate aspects into account in local communities.
Since its recruitment, one of its missions has been to ensure the inclusion and participation of all local players in local governance activities: management of community claims, empowerment, financing of income-generating activities, improving the representation of young people and women in local decision-making bodies, prevention of GBV, etc.
In 2024, its main challenges will be to support local authorities in implementing the above-mentioned themes, which are already the subject of an action plan. Also, the recruitment of local agents to support local authorities (community organizers, CSPDL, NGOs) should enable the value of community jobs to be enhanced, by systematically integrating climate (resilience, adaptation/mitigation) and inclusive (gender, vulnerable people, unemployed young graduates, etc.) aspects.
Mr Aboubacar Sidiki CAMARA
Deputy Managing Director – Agence Guinéenne d’Exécution des Travaux d’Intérêt Publics Pour l’Emploi (AGETIPE) – Republic of Guinea
Born January 02, 1988 in Siguiri, Republic of Guinea, married with five (5) children.
After primary and secondary school in his hometown, he passed his baccalauréat in 2008 and went on to study at the Université Général Lansana Conté in Sonfonia, where he obtained a master’s degree in political science in 2014.
In 2022, he took his second master’s degree, this time in international business, at the French University of Guinea.
He holds several study certificates, including: Procurement of employment-intensive public works for SMEs, Employment and decent work for peace and resilience, and Project management.jet.
Since January 31, 2019, he has been Deputy Managing Director of the Agence Guinéenne d’Exécution des Travaux d’Intérêt Public pour l’Emploi (AGETIPE).
