Challenges and Innovations in Public Employment Services
Public Employment Services across the globe are encountering an array of complex and diverse challenges. To navigate these effectively, there is a pressing need to enhance and update the skills of PES staff at all levels. Numerous initiatives are underway internationally to bolster the competencies of public employment service staff, fostering an environment of shared experiences and enhanced skills development.
Objective and Framework for Cooperation
Our goal is to establish a comprehensive framework for cooperation, leveraging shared strategies and tools to benefit all participants within the public employment service ecosystem. This collaborative approach aims to foster an innovative and aggregated strategy for skills development, preparing PES for future demands.
Spotlight on Best Practices within the WAPES Network
We are excited to highlight three exemplary practices from our members on effective staff training strategies within their PES:
Allemagne : Dr Michael JÄGER, Federal Employment Agency
- Focus: The “Führungsakademie” (Leadership Academy) and its strategies for cultivating leadership skills within the German PES.
France: Abdelhak NACHIT, National Director, Department of Relations with Services, France Travail
- Focus: The “Académie France Travail” and its initiatives aimed at leadership and professional development within the French PES.
Morocco: Mr. Charaf Eddine BOURHLEM, Head of the Partnership and Cooperation Division, ANAPEC
- Focus: The Centre of Excellence project, and his role as Project Holder for the Academy of Excellence.
Event Details
The event will be conducted in English and French, with interpretation services available in English, French, and Spanish. This will ensure that all participants can engage fully and benefit from the shared experiences and practices.

Mr Charaf Eddine BOURHLEM, Head of the Partnership and Cooperation Division at ANAPEC, Project Holder of the Academy of Excellence. He holds an engineering degree and has 20 years of rich and diverse experience in the private, public and associative sectors.

Mr Abdelhak NACHIT
National Director of Service Relations
Deputy Head of Human Resources and Social Relations at France Travail
Mr Abdelhak NACHIT is an experienced manager who has held a wide variety of positions for over 20 years. He began his career in the field, holding positions as advisor, branch manager and departmental director. This has given him a solid knowledge of the services offered to users and businesses, as well as a wealth of experience in partnership strategies.
His various managerial experiences gradually made him want to get involved in the field of human resources. He thus progressed to a senior management position as Deputy Regional Director in charge of Human Resources (DRA Social Performance) in the Grand Est region. His appointment took place in a complex context with the ‘merger’ of the Alsace, Champagne Ardennes and Lorraine regions and very high stakes in the HR dimension.
He continues his involvement in human resources, having held the position of National Director of the Service Relations department within the HR-SR DGA of France Travail since the beginning of 2024.

Senior Expert Leadership Development (coordinating Leadership Development Team of BA – German PES)·Bundesagentur für Arbeit (BA)
Working in the field of leadership development and assessment for more than 30 years I joined BA 8 years ago expanding my role from leadership development team member to team coordination in 2024. Prior areas of work include business consultancy with Accenture, self-employed work as a consultant for leadership assessment and development and part-time university lecturer. I studied psychology focussing especially on social and occupational psychology holding a diploma from University of Erlangen-Nuremberg and a Ph.D. from University of Kiel.
